The selection of staff serving in the Hellenic Fiscal Council is based on the required qualifications for education and professional experience. The scientific personnel of the Council is distributed in two main areas: public finance and macroeconomics.

Dr. Anastasios Pappas has received a Bachelor’s degree in Business Administration from the University of the Aegean (with scholarship obtained from the “State Scholarship Foundation”- “IKY”), an MSc in International Banking and Finance from the University of Southampton (UK) and a PhD degree in Macroeconomics from the University of the Aegean. He has worked as an economist in the private and public sector (consulting, banking and local government). He has taught various courses (Macroeconomics, Economic Policy, Microeconomics, Political Economy, Business Economics etc) at the University of Aegean and at the National and Kapodistrian University of Athens. His research interests cover topics concern Fiscal Macroeconomic and Monetary Policy, Economic Forecasting, Financial Crises and Capital Mobility.

Dr. Christos Axioglou is an economist and expert in finance and applied quantitative analysis, holder of a Bachelor Degree in International and European Economics, a M.Sc. in Applied Economics and Finance and a Ph.D. in Finance, all awarded by Athens University of Economics and Business. He has rich research experience working, inter alia, as post-doctoral researcher and external scientific collaborator in major domestic and foreign institutes including Athens University of Economics and Business, Bank of Greece and the Santa Fe Institute (U.S.A) as well. Before joining Hellenic Fiscal Council he was appointed at the Greek Ministry of Finance. He has also academic teaching experience as adjunct Lecturer of Finance and International Economics courses at the Athens University of Economics and Business and University of West Attica, as well. His current research activity consists of applied econometric and quantitative analysis on special issues in finance, microeconomics, public policy and forecasting.

Dr. Dimitrios Dimitriou holds a BSc degree in Economics and a MSc degree in Applied Economics and Finance from National and Kapodistrian University of Athens. He also holds a PhD degree in Finance from the University of Ioannina (with distinction). He has served at Ministry of Finance in executive departments. Currently, he is member of the Specialized Scientific Staff at the Hellenic Fiscal Council. Furthermore, he has taught at the University of Ioannina, National and Kapodistrian University of Athens and Athens University of Economics and Business. His research interests focus on macroeconomic forecasting, time series analysis and financial contagion. Additionally, he has published widely in journals such as: International Review of Financial Analysis, Journal of International Financial Markets, Institutions and Money, Economic Modelling and Research in International Business and Finance.

Dr. Andreas Katsaros is an economist, working as specialized scientific staff at the Hellenic Fiscal Council since September 2019. He graduated as top student from the University of Piraeus and he holds an MSc in Economics and Finance from the University of York and a PhD from the University of Bath in the area of Labor Economics. He has taught microeconomics and econometrics at the University of Bath and Industrial Relations at the Hellenic Open University. Andreas has long served in the Council of Economic Advisors in the Ministry of Finance and he has been the head Greek delegate at the Economic Policy Committee (EPC) of the European Council. He also worked as consultant in the private sector. His main research interests include mobility in the labor market, earnings profiles as well as behavioral economics
